The opening of the Guam Tracking Station in 1966.

speaks at the official opening.
Governor of Guam, Manuel Flores Leon Guerrero, and Mrs Guerrero are seated behind him.

(Charles Force went on to become NASA Associate Administrator for the Office of Space Communications. In that position he was involved in the development and deployment of the Tracking and Data Relay Satellite System.)
